Vitaly Patsera was born in 1936. Graduated from Borys Lyatoshynsky's composition class at the Kiev Conservatory. Teaches music theory at the Kharkiv Music College. In 1999 he was elected Chairman at the Board of the Kharkiv Branch of the National Composers' Union of Ukraine. As a composer he paid tribute to several avant-garde trends during first two decades of his creative activity. Last years he is drawn towards contemporary romanticism and philosophic art.
